Chief Jesse Youngblood was a U.S. Army veteran before joining the Garland Police Department in 1958. He rose through the ranks and became Garland’s 4th in 1971 where he served until his retirement in December 1991.

Lt. Bobby Parker began with the Garland Police Department on Feb 25, 1980. His career took him from Patrol as both an Officer and a Lieutenant. Lt. Parker also served as a supervisor in the Criminal Investigations Division, Narcotics Division, Internal Affairs, and in Intel until he retired on Sept 30, 2016.

Sammye Cotton was a 911 dispatcher for McKinney PD before being hired on at Garland PD on Jan 7, 2013. She worked with the Municipal Emergency Communications District Association and was a member of the Association of Public Safety Communication Officials and the National Emergency Number Association. During her time with Garland, Sammy served as the Communications Manager until Nov. 16, 2022.

Charlie Kuerbitz was hired by the Garland Police Department on Dec. 1, 1975, where his career took him from Patrol to the warrant division. He eventually transferred to the Traffic Unit, where he served until his retirement on June 2, 2007.

Charlie met his wife Leslie at Garland PD where she first worked as Training Coordinator/Family Assistance Coordinator. He fully supported Leslie when as she received her Masters Degree in Counseling and became a Crisis Counselor/Victim Assistance Coordinator at the PD. Charlie and Leslie were married for almost 38 years. Leslie retired from the Department in 2003. ID# 1451. – Leslie K.
Terry Sleavin joined the Garland Police Department in November of 1993 where he served in Patrol Division and then as a Neighborhood Police Officer. Terry left GPD in February 2001 to be with his family back in Minnesota where he eventually became acting Assistant Chief of Operations at Golden Valley Police Department in Minnesota.

I worked with Terry at GVPD for about 20 years. We became best friends. We shared a love of cars, classic cars, motorcycles, racing, German Shepherds, heavy metal and hair bands. Terry brought a lot of his GPD skills and experiences in Texas back to our department. He served as a Patrolman, Firearms Instructor, Field Training Officer, SWAT Operator, Detective, Violent Offender Task Force Investigator, Patrol Union President, Sergeant and Assistant Chief. I remain best of friends with his wife, Jen, who I’ve also known for 20+ years at GVPD. She served as Patrol, Field Training Officer, Detective, and now Sergeant in Patrol and Investigations. Terry was a very generous and thoughtful guy, a skilled and savvy street cop, a tenacious investigator, and a very competent handyman and mechanic. I’m lucky and grateful to have had the time with him I did and I’m devastated by his death. I’d like to express my deepest gratitude to the GPD guys for their attendance at Terry’s funeral service. It meant a lot to me knowing how much his time at GPD and his friends there meant to him. Thank you, stay safe, God Bless.
James “Jim” W. Wood joined the Garland Police Department on November 22, 1971, before retiring on November 15, 2005, from the Criminal Investigations Division.

Lt. Gary Richards began with the Garland Police Department on April 25, 1977, in the Patrol Division. He promoted to the rank of Lieutenant where he served until his retirement on November 27, 1999.
Throughout his career, Lt. Richards also worked in the Criminal Investigations Division and in Legal. Following his retirement, Lt. Richards served as a Garland City Marshal until April 26, 2016.
