Chief Jesse Youngblood was a U.S. Army veteran before joining the Garland Police Department in 1958. He rose through the ranks and became Garland’s 4th in 1971 where he served until his retirement in December 1991.

Lt. Bobby Parker began with the Garland Police Department on Feb 25, 1980. His career took him from Patrol as both an Officer and a Lieutenant. Lt. Parker also served as a supervisor in the Criminal Investigations Division, Narcotics Division, Internal Affairs, and in Intel until he retired on Sept 30, 2016.

Judith Dalton joined the Garland Police Department as a Communications Specialist in Sept 1980 where she served until her retirement in September 2010.

Sammye Cotton was a 911 dispatcher for McKinney PD before being hired on at Garland PD on Jan 7, 2013. She worked with the Municipal Emergency Communications District Association and was a member of the Association of Public Safety Communication Officials and the National Emergency Number Association. During her time with Garland, Sammy served as the Communications Manager until Nov. 16, 2022.

Assistant Chief Jimmy Vance was a U.S. Marine Corps veteran before joining the Garland Police Department in October 1971 as part of Academy Class 11. He rose through the ranks and became an Assistant Chief in 1994 until his retirement in October 2002.

Lt. Carker was hired by the Garland Police Department on Oct. 9, 2006 where he served as a Patrol Officer and a Lieutenant. Lt. Carker transferred to be a Traffic Unit Supervisor where he served until Dec. 3, 2022.

Charlie Kuerbitz was hired by the Garland Police Department on Dec. 1, 1975, where his career took him from Patrol to the warrant division. He eventually transferred to the Traffic Unit, where he served until his retirement on June 2, 2007.

Terry Sleavin joined the Garland Police Department in November of 1993 where he served in Patrol Division and then as a Neighborhood Police Officer. Terry left GPD in February 2001 to be with his family back in Minnesota where he eventually became acting Assistant Chief of Operations at Golden Valley Police Department in Minnesota.

James “Jim” W. Wood joined the Garland Police Department on November 22, 1971, before retiring on November 15, 2005, from the Criminal Investigations Division.

Lt. C.T. Payne began with the Garland Police Department on January 9, 1984 where he served in patrol before being promoted to Lieutenant. Throughout his career, Lt. Payne served as a supervisor in the Jail, Patrol Division, Criminal Investigations Division, and the Traffic Unit. Lt. Payne is most noted for his role creating the Bomb Unit which served as a regional response unit attached to the SWAT team as well as working as federal assets for national security events. Seeing a need, Lt. Payne was instrumental in creating an explosive breaching program that is still utilized and taught today. Lt. Payne retired from the Garland Police Department on July 30, 2016.
